New
Period of subsidies 2007 - 2013
On
February 14th, 2006 the "Project of the National Strategic
Reference Framework" was accepted by the government. This
project is a strategic document which is prepared by the European
member states with respect to the Strategic Regulations of the
EU and wherein the national priorities and the areas for the useof
the EU and national subsidies in the period 2007 - 2013 are defined.
Goal of the NSRO is to create the conditions for growth of competitiveness
of the polish economies based on know how and entrepreneurial
spirit. Doing this increasing employment and social, economical
and regional cohesion of Poland inside and in the EU shall be
ensured. This document will be introduced in the frame of seven
Operational Programs (OPs) which will be leaded by Ministry of
Regional Development as well as in the frame of sixteen Regional
Operational Programs (ROPs) which will be leaded by the boards
of the single woiwodships-
The single Operational Programs will be realized by the defined
horizontal targets and priorities. As part of each priority measures
and sub-measures were defined to realize specific targets with
the given resources.
During
the period 2004 - 2006 Poland as a new member of the EU got more
than 80 billion PLN out of the structure funds for its national
use. For the period 2007 - 2013 there will be about 400 billion
PLN available for Poland. These subsidies can be used for support
of investments in the regions, restructuring of economies, build
up of infrastructures and on first priority for direct support
of private companies and their projects.
Never
before polish companies had a chance to make use of so much money!
Even now it's worth to take EU funds in to account of the long
term strategies of the company.
A detailed view of the structural subsidies divided into the single
Operational Programs is shown as follows:
- 16 Regional Operational Programs - 26,8 % of all funds (about
15.9 bln PLN)
- OP Human Resources (Human Capital) - 13.7 % of all funds - (8.1
bln PLN)
- OP Innovative Economy - 11.7 % of all funds (7 bln PLN)
- OP Infrastructure and Environment - 35.7 % of all funds (about
21.3 bln PLN)
- OP Development of East Poland - 3.6 % of all funds (2.2 bln
PLN)
- Operational Programs of European Territorial Cooperation - 1
% of all funds (0.6 bln PLN)
- OP Technical Support - 0.4 % of all funds (0.2 bln PLN)
At
this place we have to figure out, that the final definition of
priorities and measures will depend on negotiations with EU commission.
Due to changes in regulations of the EU contents of the Operational
Programs for 2007 - 2013, especially their size and their information
can differentiate essentially from the Operational Programs of
2004 - 2006.
